Notice of the General Office of the National Development and Reform Commission on Doing a Good Job in Making up for the Shortcomings of Public Parking Lots and Highway Passenger Transport Stations

　　The Development and Reform Commission of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps:

　　Public parking lots and highway passenger stations are important municipal public facilities in the county, which play an important role in expanding the travel space of residents in the county, improving the happiness of the people, and promoting the development of urban and rural integration. In order to improve the county’s public facilities and service capabilities, expand effective investment, and give full play to the supporting and leading role of public parking lots and highway passenger stations in the urbanization of the county, according to the National Development and Reform Commission’s work on accelerating the development of the county’s urbanization "Notice" (Development and reform plan[2020] No. 831), the relevant matters are hereby notified as follows:

　　1. Accurately grasp the overall requirements, and promote the construction of parking lots and highway passenger stations in counties, county-level cities, and large towns.

　　2. Strictly follow the basic principles. Accelerate the application of new business formats and models such as "Internet +" transportation.

　　3. Set development goals scientifically. Implement the design and operation standards for highway passenger stations and township transport service stations promulgated by the competent departments of transportation, housing and urban-rural construction.

　　Fourth, clarify the key areas of construction. Residential communities are equipped with parking lots, shed-reconstruction area parking lots, various commercial facilities supporting parking lots, tourist attractions supporting parking lots, industrial park supporting parking lots, etc., in accordance with the planning and policy requirements of related fields

　　5. Actively expand financing channels. Effectively strengthen the preliminary work of public parking lots and highway passenger terminal projects, encourage social capital to participate in the construction and operation of public parking lots, road passenger terminal operation management and commercial development, and encourage social capital to carry out travel and parking platform development.

　　Sixth, increase land element security. Encourage qualified areas to use the above-ground and underground space to develop public parking lots and highway passenger stations, promote the combined use of land, and improve the level of conservation and intensive land use.

　　7. Improve the level of intelligence and intelligence. Promote the sharing of public parking resources at night and at the wrong time during holidays, improve resource utilization efficiency, and improve the entire travel chain.

　　8. Continue to strengthen comprehensive governance. Strict operation supervision and law enforcement, strengthen illegal parking and illegal operation management, and improve the construction of municipal public facilities and guide signs around public parking lots.
