Urban parking platform has become an important starting point for intelligent parking management

County economy is the basic unit of the national economy, which has been highly valued by the national level in recent years. Especially in the parking industry, the National Development and Reform Commission has successively issued a series of policies to promote the construction of public parking lots, parking platforms and charging infrastructure in county areas. As one of the regions with the most active economic development, the highest degree of openness and the strongest innovation ability in China, the Yangtze River Delta region is also one of the most developed regions in the county economy. In terms of digital city construction and parking governance, governments at all levels in the region improve the management system, implement the main responsibility, explore the construction and management of parking "digitization, industrialization and legalization", and actively promote the high-quality development of urban parking. Among them, Changshu City, one of the top 100 counties in the country and an important town in the Yangtze River Delta, is a typical representative of the county-level digital parking construction and management camp.

Cheng Shidong, director of the Urban Transportation Research Office of the Comprehensive Transportation Research Institute of the National Development and Reform Commission, mentioned in his speech that the development of smart parking mainly includes three parts: smart toll management, urban parking industry management information platform, and urban parking public guidance and sharing platform, dynamic data is realized by market mechanism.

Li Dundun, general manager of Suzhou Jiangnan Ai Parking Technology Co., Ltd., said "Why is it so difficult to build a city-level platform", from the perspective of the top-level design and big data analysis of the parking platform, the number of platform accesses and the accuracy of platform access data, he dug deep into the practical experience and the key points of platform construction and operation.

Promoting parking governance is an important support for the development of modern cities

At this meeting, many experts discussed urban parking planning and digital transformation. Dong Suhua, a professor-level senior engineer of the China Institute of Urban Planning and Design of the Ministry of Housing and Urban-Rural Development, said in his speech that the study of urban parking needs a higher perspective and a clearer positioning, and from the perspective of public economics, the perspective of urban transportation transformation and development, and the perspective of complete streets. This paper elaborates, and puts forward four suggestions for urban planning and construction.

Shanghai is at the forefront of the country in the digital transformation of parking, and its development model provides a good inspiration for other cities. In his speech, Liang Huajun, deputy director of the Facilities Operation Department of the Shanghai Road Transport Administration, described the four main ideas of Shanghai's digital transformation: building an industry digital base, providing industry data support, building a smart parking garage, and developing public information services. The three "14th Five-Year Plan" goals of Shanghai to build an exemplary smart parking garage, encourage new technology research and development demonstration, and strengthen industry technical guidance.

Wang Jie, director of the Transportation Research Center of Tsinghua Tongheng Planning and Design Institute, from the perspective of planning and leading the construction and management of urban parking, based on how urban parking can drive the construction of urban high-quality governance and parking infrastructure system from the height of urban development strategy.

County digital operation forms replicable scheme

Gu Dasong, associate professor of Law School of Southeast University and researcher of Nanjing Urban Governance Research Institute, discussed the construction of county parking governance index in his speech. He believes that through in-depth research and analysis of the urban population size, car ownership, number of parking spaces and structural distribution, we should strengthen the research and monitoring of the current situation of parking demand, accurately find and control parking problems, guide the balance of parking supply and demand, and promote the long-term development of parking management. Xue Jianwei, Secretary of the Party Committee and Director of the Changshu City Administration Bureau, started from creating a management model of "government guidance, market operation", implementing a governance model of "one place, one policy, adapting measures to local conditions", creating a smart platform of "technology leading the way, one network unified management", and insisting on "Convenience for the people" The four aspects of the work concept of "serving the people and serving the people" combed and introduced the measures of Changshu City. By the end of 2022, Changshu's city-level parking platform has paid for 85% of the city's parking lots, with a total of 104000 berths and 720000 registered users. It is the only parking platform in county cities in the country that has paid for access to parking lots and registered users of this scale. It has basically realized the city parking platform goal of one network for the whole city and one number for car owners. It is a typical case of exploring and practicing city-level intelligent parking management in Jiangsu Province. And the replicability of this platform operation scheme has been verified in Jiangsu, Shaanxi, Hunan and other cities, which is especially suitable for popularization and application in county areas.

During the meeting, the organizers organized representatives to visit Jiangnan Ai Parking Headquarters and the four districts of Xinyan East Road and Huyuan. Xinyan East Road adopts low-level video piles for charging management to realize orderly parking. After the upgrading and renovation of the fourth district of Huyuan, charging equipment has been installed. Through the establishment of an industry committee, closed management has been implemented to realize the "three steps" of community autonomy, hardware renovation and peak-shifting sharing to improve utilization rate. Finally, the "three wins" of no financial investment, good parking for citizens and income for grassroots units have been realized. After the successful pilot, the model has been replicated and promoted in 15 open communities.

Yangtze River Delta platform construction leads the country

Jing Ranran, a senior analyst at the China Parking Network Market Research Center, released the latest statistics of the country and the Yangtze River Delta region at the meeting. As of May 2023, the country has built 3.2 million intelligent road berths under construction, including the Yangtze River Delta region. 660000, accounting for 20% of the national market. From a national perspective, the degree of parking intelligence in the Yangtze River Delta is much higher than the national average, and the platform coverage rate is as high as 76%, especially in the platform integration construction and multi-scene application, which has played a leading demonstration effect in the country. Jing Ran mentioned at the meeting that from a national perspective, the district and county platforms built before the "one parking lot in the city" model are currently working towards the integration of the city's platforms; the municipal platforms built afterwards are basically All reserved for the management interfaces of each district and county. Platform integration will be a development direction of municipal platform construction in the next few years. To achieve this goal, the localization of parking lot access is the top priority.
